To provide a method of manufacturing a filter element which can lower a manufacturing cost by simplifying a production process and can restrain a pressure drop of a fluid passing through the filter element.

The surface of a first filter medium layer 12 composed of a first fiber 14 is overlaid with a second filter medium layer 13 composed of a second fiber 16. The first filter medium layer 12 is bonded with the second filter medium layer 13 by gluing contacting parts between the first fiber 14 and the second fiber 16 with the adhesive 15 by impregnating the adhesive 15 into interstices g1 of the first filter medium layer 12 and interstices g2 of the second filter medium layer 13. The same nonwoven fiber as the second nonwoven fiber 16 is intruded into the interstices g1 of the first fiber 14 so as to glue contacting parts between each of the fibers with the adhesive 15.
