Polymer and a dilution solvent are mixed with each other while heating to mixedly prepare polymer solution 31, the polymer solution 31 is mixed with non-aqueous electrolyte 32 to mixedly prepare coating liquid 33 for gel layer, and the gel layer 4 is formed by using the coating liquid 33 for gel layer immediately after the mixedly preparation.
