To provide a manufacturing method of an intermediate transferring belt and the intermediate transferring belt by which excellent transfer character can be obtained even for a transfer material of low surface smoothness such as a plain paper and further to provide an image forming device giving stable image quality.

A surface layer 101 is formed by injecting a thermosetting urethane rubber into an inner surface of a cylindrical mold 117 of a centrifugal molding machine 110 and curing the rubber while rotating the cylindrical mold 117. Successively a thermosetting urethane resin is injected and cured to form a base layer 102. Since the surface layer 101 of the intermediate transferring belt 100 has elasticity, excellent transfer character can be obtained even for the transfer material of low surface smoothness such as the plain paper.
