The manufacturing method of the paper product includes an unwinding step unwinding band-shaped paper from an unwinding shaft and a winding step winding up the band-shaped paper around a winding shaft. When an outer peripheral surface of the band-shaped paper wound around the unwinding shaft is partially recessed in its axial direction, during winding-up to the winding shaft of the band-shaped paper, on an upstream side of the winding shaft, liquid is sprayed to a part in a width direction of the band-shaped paper corresponding to the recessed part, thereby swelling the part. As such, the outer peripheral surface of the band-shaped paper wound around the winding shaft is made smooth in its axial direction.
