In the method of manufacturing the photo cathode formed by forming alkali metal or a coating layer made of oxides or the like on a light absorbing layer made up of semiconductor crystal, a plurality of single wavelength lights different from one another in peak wavelength are alternately irradiated during formation of the coating layer, and the forming modes of the coating layer are controlled respectively based on discharge currents by light radiation from the respective single wavelength lights.
