When the pipe with inner surface fins having three or four linear fin portions formed on the pipe inner surface to extend in the pipe axial direction is manufactured by hot extrusion, glass powder of 1-2 g/cm2 per unit surface area of the extruded pipe inner surface is input to the inner surface of a hollowed material to be extruded as a lubricant, and the hot extrusion is performed at a pipe extrusion rate of 3 m/sec or less.
