To easily form a film layer having no lap portion at an outermost layer of a transmission surface side of a transmission belt, and also easily form a cloth layer having no lap portion by preventing a fiber density from being decreased.
A method includes: a laminate forming step of forming a cylindrical rubber laminate 5 by wrapping unvulcanized rubber sheets 1a, 2a, 2b and 4a for forming an adhesive rubber layer and a compressed rubber layer on an outer peripheral surface of a cylindrical inner mold 23; a heat shrinkage step of thermally shrinking and closely contacting a shrinkage body 6a after disposing the cylindrical shrinkage body 6a having a heat shrinkability for forming a film layer or a cloth layer on an outer peripheral part of the rubber laminate 5; and a vulcanization step of heating and pressurizing the rubber laminate 5 between the inner mold 23 and a cylindrical outer mold 24 corresponding to the inner mold 23.
