PROBLEM TO BE SOLVED: To provide a method of manufacturing a vacuum insulation material of double structure in which manufacturing efficiency is improved by simplification of work steps, and to provide the vacuum insulation material.SOLUTION: In a method of manufacturing a vacuum heat insulation material, the heat insulation material having a core material encapsulation bag with the core material and an inner bag storing the core material in its inside and an outer bag having the core material encapsulation bag encapsulated therein, is manufactured. The method of manufacturing the vacuum insulation material includes: a first encapsulation step for encapsulating the core material in the inner bag under reduced pressure to form the core material encapsulated bag; and a second encapsulation step for encapsulating in a reduced pressure the core material encapsulation bag under a pressure lower than that of the first encapsulation step. At the second encapsulation step, the inner bag is made to rupture by an inner bag rupture means formed at the outer bag or the inner bag when the inner bag is expanded within the outer bag due to pressure reduction, and the core material is encapsulated in the inner bag at the same degree of vacuum as that of the second encapsulation step.
