To provide a method for manufacturing a woody cement plate which can improve heat insulation properties, fire resistance, and toughness while controlling a production unit price.

First, a mixture 8 obtained by mixing a woody raw material 2 such as wood fibers and wood pieces with a cement paste 4 is charged in a form to form a first mixture layer 10. Next, an intermediate layer 13 in which expanded foaming resin 12 beads and the cement paste 4 are mixed is formed on the whole upper surface of the first mixture layer 10. Next, on the intermediate layer 13, a second mixture layer 14 is formed by charging the mixture 8 in a mold. Next, the first mixture layer 10 and the second mixture layer 14 is compression-molded in the thickness direction of them and cured for a prescribed time to manufacture the woody cement plate.
