When the load to be set in setting a load at a stage is stepped out from a reference value, the load with the intensity to be applied at the stage is omitted. If the load to be set is stepped out from the reference value which is prescribed from the mechanical characteristic of the load exercise device to be used for the measurement and the various factors, the state is expected and the measurement accuracy can not be worse.
