PURPOSE: To fixedly secure the panels to each other and mount the panel easily and economically.

CONSTITUTION: A fastener 13a is brought into contact with both ends, on the side of a butt end, of the bottom of a hollow cement panel 1 so as to be fitted onto a claw 14 which rises through a hollow hole of the panel and fixed. And a runner is fixed to upper and lower floor slabs beforehand by means of anchor bolts in alignment with a marking, where a partition wall is to be mounted, and the panel is fitted into the runner and thereafter the panel is fixed to the floor slab through a fixing hole 18 of the fastener 13a using nails or screws. Further a fastener 13b is mounted to the end of a first hollow cement panel 1 and a fastener 13c is mounted to a protrusion of the fastener 13b in such a manner that an irregularly shaped part of both ends of the fastener is engaged with both ends of the bottom of a second hollow cement panel 1. The hollow cement panels 1 are successively connected in a similar manner.
