The apparatus for needle-punching the fiber web has at least one needle board (1) reciprocally driven in the needle stabbing direction (6) and fiber web passing direction (11), an eccentric wheel-driving device for the needle board, having parallel eccentric wheel shafts (2, 3) driven in two reverse directions forming different angle positions (Ψ), a connecting fragment (5) having a guide arm (8) joint-binding and fixedly binding a bar (4) for linking both eccentric wheel shafts (2, 3), and a reciprocal guide fragment (9) for the guide arm (8) forming a swinging axis line (10) for the guide arm (8) based on the eccentric wheel shafts (2, 3). The guide arm (8) or the connecting fragment (5) holds the needle board (1).
