Further, when the detected amount of heat dissipated from the reaction tower 2 is smaller than the predetermined threshold value, the amount of the reaction gas 11' blown from the blow nozzle 12 is set to an amount equal to the amount of the reaction gas 11 blown from the concentrate burner 10 while keeping the total of the amount of the reaction gas 11 blown from the concentrate burner 10 and the amount of the reaction gas 11' blown from the blow nozzle 12 constant.
