When carbonized sludge CD containing carbon and ash is heated and melted together with steel making dust D and a reducing slag s in a high- temperature flame F of an oxygen burner 10 suspended in a burner furnace 20, a metal is recovered by using carbon in the sludge CD as a reducing agent of a metal oxide contained in the dust D, slag s or sludge CD itself, and the ash in the sludge CD is recovered as oxide slag S together with the dust D, etc.
