A method for producing the developing roller having a conductive shaft body, a rubber elastic layer, and the resin surface layer which contains a polyurethane resin and has a film thickness of 5-20 μm includes the process (1) in which metal oxide particles having a volume average particle size of 50-400 nm are stuck on the surface of the rubber elastic layer in a density of 0.10-1.00 mg/cm2 and the process (2) in which the surface of the rubber elastic layer on which the particles are stuck is coated with a coating containing the raw material composition of the resin surface layer and the resin surface layer is formed by curing the coating.
