To provide a method for producing functional water by which the functional water such as cleaning water having a pH of >12.5 , undergoing little deterioration in the performance due to flowing or with lapse of time can be produced in large quantity and in a short period of time, and to provide a method for using the functional water and an apparatus for producing the functional water.

Hydrogen micro-bubbles are supplied to alkali solution A, and hydrogen is dissolved in a saturated state, so that hydrogen saturated alkali water as the functional water can be produced. The hydrogen saturated alkali water thus obtained is produced by supplying hydrogen micro gas bubbles to the alkali solution without using electrolytic reaction, so that the functional water can be produced in large quantity and in a short period of time. Also, hydrogen is dissolved in a saturated state, so that the deterioration in the performance due to flowing or with the lapse of time can be reduced, and the alkali solution with high concentration is used to obtain the functional water having a pH of >12.5.
