SOLUTION: The active carbon fiber is subjected to an electrochemical surface treatment in an acidic or an alkaline, etc., electrolytic solution, preferably in the electrolytic solution of phosphoric acid (H3PO4) or potassium carbonate (K2CO3) to introduce functional groups into the surface of the carbon substrate.
