To provide a method for producing a steel cord, which guarantees a stable winding tension in a wire stranding process without causing oil to scatter in the process and a strander using the same.

The method for producing a steel cord 2 includes twisting steel wires 1 by a strander 10. A strander having a cover 12 covering at least a rotator 11 is used as the strander 10. Oil mists are sprayed toward the inside of the cover 12 from a rear side in the wire progress direction of the cover 12 and the steel wires 1 are twisted while sucking the oil mists sprayed in the inside of the cover 12 on the front side in the wire progress direction of the cover 12. When the spray flow rate of the oil mists is A (m3/min) and the suction flow rate is B (m3/min), a relation represented by formula: 1.70×A≥B≥1.02×A is satisfied.
