The vibration-proof rubber composition is produced by kneading a halogenated butyl rubber with a silica (A) and a silane coupling to prepare a master batch, kneading the master batch with a diene-based rubber and a silica (B) having an average particle diameter larger than that of the silica (A), to disperse dispersing the silica (A) into the halogenated butyl rubber and disperse the silica (B) into the diene-based rubber.
