To provide a woven fabric with tassels that are hardly pulled out even when having a reduced number of warps (4-7 warps).

A shuttle loom for narrow woven fabric is used, both end parts of the narrow woven fabric are constituted of double weave construction and the narrow woven fabric is composed of only wefts without passing warps in an arbitrary width of the central part of the woven fabric. Every time a weft crosses through the central part, the narrow woven fabric is woven by reciprocating the weft at least twice along the whole width of one warp group constituting both the end parts and the weft is continuously cut at the central part of the narrow woven fabric to produce the woven fabric with tassels that are hardly pulled out.
