PURPOSE: To start measurement after discharging it in a case where a capacitor exists by connecting terminal parts to the side of a discharge circuit for a specified time when a specimen to be measured is not mounted between the terminal parts and after it is mounted therebetween.
CONSTITUTION: When a specimen 1 to be measured is not connected between terminal parts Ta, Tb, switches 12a, 12b are connected to the side of discharge circuits 11a, 11b of a contact B. When the specimen 1 is connected between the terminal parts Ta, Tb, it is detected with an off-set sensor 14 and a detection signal is input to a CPU 13, which outputs a trigger signal of measurement start after a specified discharge time 11 elapses. Thereby the switches 12a, 12b are changed over to the side of another contact A, a measuring alternating current signal is supplied to the specimen from a measurement signal source 2 and the voltage and the like between the terminals of the specimen 1 are measured with a measuring circuit 4. When a set time 12 elapses, a measurement finish signal is output, the switches 12a, 12b are changed over to the side of the contact B. After a specified discharge time 13, the specimen 1 is separated from the terminal parts Ta, Tb.
