To provide a method for reducing the concentration of dioxin and/or fluorocarbon in waste gas used in a cement/clinker production line where chlorine compound-containing raw material and/or fuel/secondary fuel and a partial emission gas stream is treated by an electrostatic dust collector as waste gas dust remover.
The emission amount of the partial emission gas stream 31 after cooling and electrostatic dust removal is maintained to the sum or less of the amount of secondary air discharged through a tubular rotary furnace 18 and the amount 32 of tertiary air bypassing the tubular rotary furnace, most of the partial emission gas stream 31 after cooling and electrostatic dust removal is recirculated to a prescribed region of a clinker cooling apparatus 19 and recovery air is taken out of the clinker cooling apparatus. Dioxin and/or fluorocarbon in the partial emission gas stream 31 is decomposed and accumulated in the high temperature cement clinker of the clinker cooling apparatus and/or is decomposed by high temperature treatment in a burning part of the tubular rotary furnace or a precalcinator.
