When the specifications of a belt material B are changed, the cutting angle θ of a strip S is changed to a low angle α or a high angle β. In this case, only the tip of the first piece of the strip S which constitutes the belt material B remains unchanged as specified compared to the preceding set specifications. Therefore, odds are produced without exception, when the belt material B is cut to the specifications. In order not to prevent the odd from remaining left at a splicing position, a transport conveyor 7 is forwardly rotated or reversed to transfer the odd of the strip S from the splicing position to an arbitrarily selected position. Then the odd is made to fall from the transport conveyor 7 or is removed from the transport conveyor 7 by an operator or using a robot or the like.
