To safely load plural different application elements to an already issued chip card by preparing file structure changed by one command in a memory and using the command only for one subdomain of command file structure by a method for reading out or writing data from/in the memory.

An 'APPL CREATE FILE' command including identification data is defined in a terminal equipment at first. Then the command is sent to a chip card and compared on the chip card. When the comparison result is YES, i.e., when the received 'APPL CREATE FILE' command can be used in an APPL 1 file directory, a new file is prepared and a return code is returned to the terminal equipment. When the result is NO, the additional processing of the received command is stopped and an error code is returned to the terminal equipment.
