PURPOSE: To reduce facility investment, by mounting a back flow preventive valve to an end portion of a discharge pipe shaping a siphon when startign a pump, and by installing aconstraining device, which closes the back flow preventive valve when starting, detects the filling of water and opens the back flow preventive valve.
