PURPOSE: To smoothly carry out a substitute-block handling in a substitute block system of a single track section in which operation is permitted by entering the information on operating command in an instruction sheet, by transmitting the information to be entered into the instruction sheet from an operating command to a train to be advanced by means of facsimile.

CONSTITUTION: In each station B, C of a railroad vehicle, etc., each substitute- block equipment box 2, 1 is provided on each platform 3 while also providing home signals 4 and starting signals 5 in front and in rear on the outer portion of each platform 3. When a regular block device is unable to use due to the failure of a block device, etc. in a single-track section, an operation by means of a substitute block system can be carried out. In this case, when it becomes necessary to carry out the substitute block in, e.g., the station C, an operator opens the door of the substitute-block equipment box 1 and carries out switchover to the substitute block system and transfer of an instruction sheet, etc. The transferred information is received by a facsimile installed in the proper position of a station and by taking out this received paper, a defined operation is carried out.
