To solve the problem in the generation of a transport schedule that it is required to simultaneously satisfy a necessary number of a vehicle with the satisfaction of a number of limiting conditions including a transport time limitation.
When the transport schedule is formed, the position information of a transport base is inputted, load information including the quantity of loads, a transport destination and a transport designated time and transport vehicle information including the loading limit of a transport vehicle are inputted, and a limiting condition such as the geometric position of the base or the transport designated time is analyzed to preliminarily calculate loads not carryable by the same vehicle. Further, when a new transport destination is added to a plurality of transport routes under construction while a transport schedule composed of a plurality of transport routes by vehicles is constructed, the addition is performed only when the traveling distance increment of a vehicle that is an adding object does not exceed a fixed ratio of the traveling distance before the addition of the transport destination, whereby the assignment of transportation to a base distant from an assigned transport destination base to a vehicle route under scheduling is prevented.
