SOLUTION: This personal information management system 10 is connected to the Internet L which can be accessed by an unspecified person by using an operation terminal 20. The system 10 issues key information that defines the reading right of personal information to each registrant. When a certain registrant A wants to read the personal information of another registrant B, the registrant A gives his own key information to the registrant B and receives the key information of the registrant B from the registrant B. The system 10 allows the registrant A to read the personal information of the registrant B, according to the level of the received key information.
