In such a state that a halfway of the round steel A is heated and softened, the softened part is cut while twisting the round steel A and stretching to both sides by applying stretching force in the axial direction. Thereby, the softened part is stretched so as to taper off in midway, and the cut tip parts are sharpened into bullet shapes.
