PURPOSE: To prevent quality of a monitor picture signal sent to a monitor side from being deteriorated by storing a frame of a digital picture signal discriminated to be required at the monitor side to a memory circuit when the digital picture signal is stored in the memory circuit.
CONSTITUTION: An analog picture signal 12 from an analog picture signal source 11 such as an image pickup device is converted into a digital picture signal 22 one by one frame in the unit of frames continuously at an A/D converter circuit 21 controlled by a control signal 72 from a control circuit 71. Furthermore, a memory circuit 31 controlled by a control signal 73 from the control circuit 71 stores the digital picture signal 22 one by one frame each in the unit of frames from the A/D converter circuit 21. In this case, the memory circuit 31 stores only the digital picture signal discriminated to be required by the monitor side among the digital picture signals 22 with respect to the memory circuit 31 one by one frame in the unit of frames sequentially.
