Oil emulsion containing PCB is produced by adding each of a surfactant, water and hydroxide to oil containing the PCB and agitating and mixing them and the oil emulsion containing the PCB is sent from a jetting nozzle to a combustion furnace 8 and burned. In such a case, fuel oil is sent to the combustion furnace 8 and burned and a hydroxide aqueous solution is sent to the jetting nozzle, sent to the combustion furnace 8 from the jetting nozzle together with the oil emulsion containing the PCB and mixed and burned with the oil emulsion containing the PCB. Thus, since it is easy to burn the oil emulsion containing the PCB in a desired state in spite of the relatively simple constitution, chlorine in the PCB in the oil emulsion containing the PCB is effectively removed and the PCB is efficiently decomposed.
