A slurry containing the cutting powder of plastics for an spectacles lens is filtered and water is removed to obtain fine plastic particles. Thereafter, the fine plastic particles are granulated to manufacture a powder and the powder is used as an aggregate for water permeable pavement. Further, a composite powder can be obtained by sticking a functional powder such as a coloring agent, a porous fine grain, metallic power, and can be used for various applications.
