Abstract:
PURPOSE: To easily perform the control of information amount by selecting a variable length coding which takes into consideration the statistical property of each block of an input video and limiting a bit quantity to be generated per block to several kinds. CONSTITUTION: A block dividing part 22 divides a screen into blocks. A DCT (discrete cosine transform) is performed in a DCT part 23. An activity level of each block is obtained in an activity computing part 30. Then, blocks in one screen are classified into four classes, with reference to the activity level in a classification map forming part 31, so that the four classes have the same number of blocks. Then, an optimal bit for each classified block length is assigned for each class in an optimal bit assigning part 32. In this case, the blocks are classified into four classes, using a cumulative distribution function(CDF) to the activity values of all the blocks, each class is formed by the same number of blocks to maintain an average bit rate in the whole screen, so that the generation bit quantity has regularity.
