A command center 22 receiving road traffic information from a vehicle information and communication system(VICS) center 10 determines a route allowing an emergency vehicle to reach an ordered destination from a current position or an arranged station within the shortest time or at the highest speed by utilizing disaster information including information indicating the ordered destination, road linking information stored in a data base 30 and the road traffic information and transmits road information indicating the route and a start command to the station 40 arranging emergency vehicles through a private line 38. The station 40 receiving the command prints out a start command document by using a printer 42 and allows an emergency vehicle to start in accordance with the route written on the document. On the other hand, emergency vehicle passage information including route information generated by a vector map retrieving device 26 is transmitted to the center 10 and presented to a general vehicle 18 through a radio beacon or the like. The vehicle 18 can know information related to the route and time that the emergency vehicle is to travel in an early stage as compared with a conventional means such as a siren, so that traffic quantity on the passing route of the emergency vehicle can be eased.
