A cylindrical elastic body 5 with a projecting part 9 having higher hardness than that of a work 1 formed at least on a part of an outer surface is inserted inside the cylindrical work 1. A forming member 3 is inserted inside the elastic body 5. When the forming member 3 is moved so as to press an inner surface of the elastic body 5, the projecting part 9 is pressed against the inner surface of the work 1, and irregularities are worked on the inner surface of the work 1.
