Metal electrodes 12a and 12b are provided at both ends of a conductive substrate 11, and an area nipped by the metal electrodes is set as a through-hole setting area 15 for setting through-holes 17. Each width of the metal electrodes is set to be equal to the width W of the through-hole setting area, and the through-holes 17 are arranged at fixed intervals over the whole width so as to be linear in each of the longitudinal direction and lateral direction of the conductive substrate. The distribution of current density is uniformed by arranging the through-holes 17 at equal intervals in the lateral direction, and the same apparent resistance value is obtained in any position since the through-holes 17 are arranged at fixed intervals also in the longitudinal direction, so that all the through-holes 17 are uniformly raised in temperature. Accordingly, all the through-holes 17 can be immediately raised to a desired temperature without energy loss and, for example, fuel oil can be uniformly heated synchronously with fuel injection.
