PROBLEM TO BE SOLVED: To provide a mobile base station and a location registration method, enabling the grasp of a communication device position with high accuracy, without adding a special modification to the communication device.SOLUTION: A mobile base station 1, which forms a radio area which is radio communicable with a communication device 100, includes: a notification unit which notifies the communication device 100 in the radio area of an area identifier which identifies the radio area; a receiver unit which receives a location registration request from the communication device 100 holding an area identifier different from the notified area identifier; a registration unit which registers the position information of the communication device 100, according to the received location registration request; and a change unit which changes the area identifier notified by the notification unit, according to the change of the self-position.SELECTED DRAWING: Figure 1
