A mobile communication method of the invention includes the steps of: a radio base station eNB generating an information element "SPS Capability" to give notice of the SPS capability of a mobile station UE in accordance with the S1-AP protocol; the radio base station eNB transmitting a signal "UE CAPABILITY INFO INDICATION" including the generated information element "SPS Capability" to a mobile management node MME; and the mobile management node MME notifying the mobile station UE whether VoLTE communication should be performed or a CSFB function should be performed based on the information element "SPS Capability" and information indicating whether the mobile station UE is capable of IMS Voice communication and the CSFB.
