A mobile communication method comprises: a step A of informing a mobile station UE, which is in an "RRC_Connected state" and located in a cell #1, of "MDT Configuration #1"; a step B in which the mobile station UE moves to an "RRC_Idle state" and performs a radio quality measurement as specified in the "MDT Configuration #1"; and a step C of informing a radio base station eNB #2, that the mobile station UE has already stored the "MDT Configuration", when the mobile station UE moves from an "RRC_Idle state" to an "RRC_Connected state" in a cell #2.
