In an exchange 10 controlling communication via individual channels, by arranging the individual channels, among a plurality of communication terminals 50A, 50B executing communication by being connected to a mobile communication network, broadcast information is concurrently distributed to the communication terminals 50 through a common channel by a broadcast distribution part 11; use statuses of the individual channels are obtained on a communication terminal 50 basis by a use status acquisition part 12; a communication terminal 50 (for instance, the communication terminal 50A) using the individual channel is identified by referring to information related to the use statuses of the individual channels obtained by the use status acquisition means by a communicating terminal identification part 13; and the broadcast information is transmitted to the communication terminal by an individual transmission part 15 through the individual channel used by the communication terminal 50A.
