To obtain a mobile communication system and a micro call base station adopting a hierarchical macro cell method where communication is made by minimizing the occurrence of hand-over control having deterioration effects on communication quality in moving mobile stations.
A micro cell base station 13 forms a coverage area that is a macro cell 11. A micro base station 14 is located in the macro cell area 11 and forms a coverage area that is a macro cell 12. The micro cell base station 14 monitors the position of a mobile station 15 on the basis of a signal received from the mobile station 15 that is performing communication. The micro cell base station 14 changes the shape of the micro cell 12 in a way that the mobile station 15 stays within the micro cell 12 following the movement of the mobile station 15 to suppress the occurrence of hand-over.
