PURPOSE: To obtain a mobile communication system which has a new mobile communication subsystem newly added or changed and has a simple software constitution to reduce the load of call control of an exchange and is superior in flexibility.

CONSTITUTION: A moving body communication controller (CC) 1a is provided with an information management module 38a which manages information required by the CC and an information transmission module 37a which manages the connection condition of the CC 1a and transmits information of the information management module 38a and the connection condition to the CC 1a, and this CC is provided in the mobile communication system. Information of a mobile terminal is stored in the storage means of a base station and is managed independently of it.
