The system comprises a data capacity calculation processing means 91 of data in which communication is possible that calculates data quantity in which communication is possible when the vehicle is in a range in which communication is possible for an access point, a data selection processing means 92 which selects specified data out of a plurality of data based on the data capacity in which communication is possible, and a transmission and reception processing means 93 which performs transmission and reception of the selected data. Transmission and reception of data can be effectively made because all transmission and receiving can be finished during the vehicle runs in each region in which communication is possible.
