A relay mobile apparatus 13 converts scrambling codes of a downlink signal of a common channel received from a radio base station apparatus 12 to specific codes, and transmits the downlink signal of the specific codes to a limiting area 18 in which communication is limited. If a mobile apparatus 14 receives the downlink signal of the specific codes transmitted from the relay mobile apparatus 13, it limits communication of a predetermined service, and notifies a status limiting communication of the predetermined service by an uplink signal. If a control apparatus 11 receives notification of the status limiting communication of the predetermined service by the uplink signal through the base station apparatus 12 from the mobile apparatus 14, it limits communication of the predetermined service to the mobile apparatus 14.
