To enable each base station to automatically recognize the geographical distribution state of other base stations existing around its own base station.
Each mobile terminal stores history information for specifying an i-th times preceding communication base station with which each mobile terminal makes communication i-th times preceding (i=1, ..., N, N≥2). Each base station collects the history information items received from many mobile terminals and repetitively carries out a process of recognizing base stations as i-th peripheral base stations being residuals resulting from excluding its own base station and base stations having been already recognized as peripheral base stations before the (i-1)th times preceding communication base stations among base stations wherein the frequency of communication specified as the i-th times preceding communication base stations satisfies a prescribed frequency communication condition on the basis of a plurality of the history information items while incrementing 'i' by one from i=1 sequentially to i=M (wherein, M≤N) to recognize the first time peripheral base station to the M-th peripheral base station.
