Abstract:
To provide a technique for quickly detecting a frequency in an empty state in a mobile radio communication system in a cognitive radio system.
A database device holds a use situation table showing probability that each frequency band is used for each time and place, and an on-vehicle terminal acquires a frequency band having the highest probability of empty state at a current time and position based on the use situation table to use the frequency band for radio communication. The use situation table is ideally created by statistical processing by using each vehicle as a probe car and allowing the database device to acquire the use situation of the frequency band at various places and time.
