Abstract:

To securely generate a key which is usable in a TA#2 when a mobile station standing by in an RA#3 enters a state wherein it stands by in a TA#2.

When a trigger for initiating origination processing is detected after the mobile station UE changes from a second state (C) to a first state (D) while a position registration information management unit 13 manages a first position registration area TA#2 and position registration necessity/non-necessity information indicates that ISR is applied and when a key generation unit 12 does not generate a first key KASME, a position information registration processing unit 15 is configured to transmit a position registration request signal including information needed to generate the first key KASMEand information requesting the start of the origination processing.
