To provide a portable terminal capable of reducing power consumption by effectively controlling a reception system, in the portable terminal which is provided with a plurality of reception systems, and which requests a data transfer rate corresponding to measured communication quality information to a wireless base station by measuring communication quality, like a portable terminal in 1xEV-DO.

The portable terminal is provided with the plurality of reception systems. And at the same time, it measures the communication quality and transmits the request data transfer rate corresponding to the measured communication quality information to the wireless base station. The portable terminal has a fluctuation detecting means for detecting fluctuations of the communication quality or the request data transfer rate, and a reception system control means for turning on all the reception systems when the reduction of the request data transfer rate is detected after turning off a part of the reception system under prescribed conditions.
