A mobile tester comprises: a first stage 11 for communicating with a first mobile 21; a second stage 12 for communication with a second mobile 22; and a communication quality evaluation unit 3 for evaluating communication quality between the first mobile 21 and the second mobile 22 on the basis of a first communication quality evaluation uplink signal outputted from the first stage and a second communication quality evaluation uplink signal outputted from the second stage. The first stage 11 includes a first transmission power control section 41 for controlling transmission power of the first mobile 21, and the second stage 12 includes a second transmission power control section 42 for controlling transmission power of the second mobile 22.
