A mode control unit 100 comprises a transmitter 1 for transmitting a mode change signal for changing the mode of the portable telephone; and a receiver 2 that is mounted to the portable telephone and performs mode change/reset, based on the mode change signal. The receiver 2 has a control unit 24 for controlling the mode change/reset in the portable telephone, and a timer 23 for measuring time until mode reset. The control unit 23 changes the mode of the portable telephone based on the mode change signal, starts the setting of timer time and timer measurement to the timer 23, and performs the mode reset of the portable telephone by a timer measurement completion signal at the timer 23.
